Unable to create Google Test Manager Account

to AdWords API and Google Ads API Forum

I have been trying to create google test manager account, but I am ending up with regular production account.

I am using the link provided here:

https://developers.google.com/adwords/api/docs/guides/accounts-overview#developing_with_test_accounts

The link here points to creation of the regular acccount. What am I missing. Could some one or Google team show with screenshots?

Thank you for reaching out. Please use this link to create the test manager account and all the accounts created under this account would be test accounts by default.
