how to enable the Google Ads api in Google API console

I am trying to test the Google Ads api but I cannot enable it in the Google API console, first create the Google Ads administrator account, then the test account and finally I am trying to enable the API in a project in the API console but I always get the following error:

so I don't know if it's a temporary Google problem or if I have to do an extra process to enable it.
