Bulk conversion value adjustments not working

I'm trying to upload conversion values via a gsheet. 

I am using the provided template by Google ads with Google Click ID's (as we don't include an "Order id" when uploading offline conversions). 

When I upload the file, it is not able to find the conversion. Does anybody here know why that would be? I assume it is using the "Google Click ID" and "Conversion time" column values to match a conversion to adjust the value for, but that for some reason matching is not happening. Makes me wonder how precise the conversion time timestamp has to be in order for a match to occur?
