Duplicate Image Issue with Different Asset IDs

Hi team,

I encountered an issue while using the Google API. During the process, I tried to fetch Asset group by API, and the response show that two assets with different IDs have the exact same image and can be linked to the same asset group. 

Why do two assets with different IDs have the same image? And does the system allow these two assets to be linked to the same asset group?

I have tried to link these 2 duplicated images to same asset group this from Ads WebUI, but it shows the below error.
