You may want to check our REST interface document which contains information specific to REST and explains what you need to know to call the REST interface directly, then check the customers.campaigns.mutate method for building your campaign request. If you still encounter the same issue, can you share to us the following details below?

• loginCustomerId
• customer_id
• complete logs (request and response with request-id) showing the behavior
