INVALID_ARGUMENT for ACCOUNT_BUDGET_PROPOSAL

Hello,

we get irregular an INVALID_ARGUMENT error if we want CREATE or CHANGE AccountBudget.

Furthermore the AccountBudgetProposal still on PENDING for long time. 

Is there an Issue with v9 or miss we something?
