Confused on Google Ads Api Billing

Hello,
I am trying to add billing so I can send an invoice to a user once they create a campaign, not a subscription or monthly payment just for the initial budget of the campaign.
But for some reason it says I have to have monthly invoicing which has requirements that I will not be able to reach as of now.
I have a payments account with the id of 
9001-0451-8585
It is saying that it cannot add that ID I assume because it isn't from monthly invoicing,
I saw a page saying I need to email support to link it without monthly invoicing issue is, What email must I send it to? it just says to the necessary email support agent which im not sure what email that is,

By reviewing your concern, I understand that you're attempting to set up billing, but it's prompting for monthly invoicing that currently doesn't meet your achievable requirements. Could you kindly confirm if you are trying to set up billing using the Google Ads API or the Google Ads UI?

If you are using Google Ads API, I would recommend you kindly refer to the “Billing Setup” documentation for more information. Additionally, I would suggest you refer to the “Invoice” guide for additional information on how to retrieve the invoices from the Google Ads API.

Curently i am attempting to link a payments account through the Google Ads UI, This has led to the issue i am having.

Based on the information provided that you are trying to link a payments account through the Google Ads UI. I would suggest you to refer to the Link your manager account to a payments profile on monthly invoicing for more information.

Since billing related issues are handled by the Google Ads Product support team, I would recommend reaching out to the Google Ads Product support team as they are better equipped to address your concern. Please note that our team can only assist with the technical queries/concerns related to the Google Ads API.
