Google ads v12 API - createCustomerClient returning "notAllowlistedError"

I am trying to call the "createCustomerClient" api. I passed the request body but in response I am getting the following errorcodes.

            "message": "Customer is not allowlisted for accessing this feature."
          }

Is this issue related to the RequestBody or something else ?
