problem in GEO_PERFORMANCE_REPORT in adwords API

hi guys, 
in some cases i get  'Criteria ID'  as null and as a result the country field in this report data is null. when i look in the UI (in adgroup level) i see that all records has country ('Country/Territory')

So where are these NULL's coming from?
i'm using the adwords api version v201809
