Hi David,

Thank you for sharing the screenshot. I work with Xiaoming and allow me to assist you. I also had to delete your most recent post with the screenshot as it still showed information related to your credentials (client_id).

Moving forward, based on the screenshot, the issue does not appear to be developer token related. That said, could you confirm if the issue is not being able to proceed into the Google API Console?  If yes, then the more appropriate team to provide assistance would be the Google API Console Support team, which you can reach out to via this link.

As for the Reply privately to author option being greyed out, you may send your concerns directly to our googleadsa...@google.com alias instead, for future concerns containing sensitive information. I hope this helps.

I also had to delete your initial post as it contained your Project ID. We recommend not exposing this publicly in future posts. I am now reposting your initial post below, without the said ID : 

We were approved for Basic access a few weeks ago but we wanted to test with a small customer of ours first and that customer has been pretty busy with re-opening his brick and mortar after covid restrictions have lifted.  He is receiving a 403 access denied, which I think is bc the project publishing status in the Cloud Platform -> API & Services -> OAuth Consent screen still shows Publishing status as Testing (the project ID is XXXXXXXX).  If I go to Ads and go to API Center, it does show the access level as Basic Access.  I don't understand where the disconnect is and how to correct it.  Did the status just not get updated or is it somehow linked to the wrong account?
