Developer token on test account

I have a developer token on a production manager account. At the moment it's only approved for testing. But I can't seem to test anything. I followed these instructions https://developers.google.com/google-ads/api/docs/best-practices/test-accounts and created a test manager account with an account in it. But the token on the production manager account doesn't seem to want to work on the test account. In the test manager account I looked for API Center to create a developer token on that account, but it doesn't exist there. When I try to use the developer token that's on the production manager account on the account that's within the test manager account, I get "User doesn't have permission to access customer. Note: If you're accessing a client customer, the manager's customer id must be set in the 'login-customer-id' header. See https://developers.google.com/google-ads/api/docs/concepts/call-structure#cid" I've tried setting the login-customer-id to both the production manager account number and the test manager account number. Both result in the same error.

There's no case id.
I requested Basic access.

My main problem at the moment is that testing isn't working.
