Bad search volumes

Hello,

I used the Keyword plan flow to Generate historical metrics.

I called keywordPlanCampaigns:mutate with this an input:

[{"create":{"keyword_plan_network":"GOOGLE_SEARCH","geo_targets":[{"geo_target_constant":"geoTargetConstants/1021048"}],"keyword_plan":"customers/xxx/keywordPlans/xxx","name":"campaign xxx","language_constants":[],"cpc_bid_micros":"1000000"}}]

Geotarget location is 1021048 - Charlotte, North Carolina, United States.

For this input, I got 40500 Search volume. That search volume looks strange. I tried the same setup for location 2840 -  the whole  United States and I got the same Search volume.

It looks like you have some fallback to the location - United States.

I tried the same setup at Keyword planner and got different results.

Why did this happen and how can I fix it?

So that I can investigate the issue, could you provide the complete request and response logs with request ID and request header generated on your end for all the API services mentioned on this document?
