Sudden RESOURCE_EXHAUSTED Errors Despite No Change in Usage

We suddenly started getting this error today:

Resource has been exhausted (e.g. check quota). Too many requests. Retry in 900 seconds.

Yet suddenly today, we started receiving this error intermittently. Sometimes retrying after just 30–60 seconds works, other times it doesn't — even though the error says to wait 900 seconds.

Nothing changed on our side — same report, same account, same usage. Now it fails randomly, even with retries and backoff.

Anyone else seeing this?
