Targeting limits

Hi,

Are the targeting limits on the Google Ads Account Limits are soft limits that can be edited or hard limits that cannot be changed?

If so, is there a way to reach higher values?

For example - "5 million ad group targeting items per account" to 10 million?

Thank you for reaching out. Unfortunately, these targeting limits are hard limits and cannot be changed in any way that I know.
