Updating UserList

I realized that the SET operator cannot be used. What should be ideal process of updating a user list already created?

1) Removing all the members and adding all the email addresses later

Is there a better approach then this?

Also, I know this would be similar to other topics, but nobody has replied on the ideal process to follow. I saw somewhere about the wait time here with the removal process, would it be like

1) Remove all the members

2) Wait 24 hours and check the status

3) Once the status is not 'IN Progress' anymore, add the user list

4) Wait another 24 hours to actually populate

Hoping to have a ideal response here and if this could go the documentation in the Google Dev docs
