Reports for "Ad rotation" don't work

I'm trying to show the "ad rotation" settings on a report (using Google Ads API). 

I don't see any ad rotation API field on the campaign level (where we set that in the UI). 

I see an ad rotation field on the ad group level (https://developers.google.com/google-ads/api/reference/rpc/v11/AdGroupAdRotationModeEnum.AdGroupAdRotationMode) but it gives me UNSPECIFIED (AdGroupAdRotationMode.UNSPECIFIED: 0) on all ad groups of all the accounts I've tried. So it's not helpful at all. 

Those campaigns obviously have an ad rotation option selected (it's not UNSPECIFIED), so I guess this is an API's bug or I'm missing something. 

Please help me discover how to show the real "ad rotation" settings on a report.

For setting ad rotation at campaign level, I am afraid that this is not possible as this is already deprecated. As for the issue encountered with AdGroupAdRotationMode, would you be able to provide more details here such as how you encountered it and the complete request and response logs with request ID and request header generated on your end?
