For your use case, you could set up the cross-account conversion actions in your manager account. Other than account-specific conversion tracking, cross-account conversion tracking is achieved by operating directly on the manager account. For more information, you could refer to this help center article.
Although the resource name consists of a customer ID and a conversion action ID, validation will ignore the customer ID and use the conversion action ID as the sole identifier of the conversion action.
