Unable to target Audience-

I've compiled a customer list in AdWords, revealing a total of 30,000 active users within the audience segment. However, when attempting to target this audience for a new campaign, it is not visible.

By reviewing your concern, I understand that you have a customer list in AdWords that shows 30000 active users overall in the audience segment however, it is hidden when you try to target this audience for a new campaign. Could you kindly confirm if you have created the audience segment using the Google Ads UI or the Google Ads API? 

If you are using the Google Ads API, I would recommend you to kindly refer to the "Implement the prerequisites" documentation and follow these prerequisites. Also, I would suggest you to refer to the "Target the list" guide as it describes how to target the audiences.
