clientCustomerId is set in ads.properties, so all campaigns reported under AD_PERFORMANCE_REPORT are respective to that account only.

Hey Sean,

Unfortunately, there is no way to run a report on the MCC level. In order to get reports across all accounts, you will need to send a separate report request for each account by setting the clientCustomerId.
