TargetingIdeaService Keyword suggestions do not change by location

Hello!

I'm getting started using the Adwords API TargetingIdeaService to get keyword ideas to use for advertising in different locations. I've been using the get_keyword_ideas.py file from the client librart, and have been getting a significant error that I have been unable to find full resources on.

I set the location of my query through the optional locationsearchparameter:

selector['searchParameters'].append({
    'xsi_type': 'LocationSearchParameter',
    'locations': [{'id': '2048'}]
})

However my keyword text ideas do not change regardless of the location I set, only the search volume changes.

So I receive the same keyword suggestions regardless of location.

Is there a different method of setting location to get local keyword suggestions? Am I using this method incorrectly?
