Google Ads MCC test accounts NOT creating client accounts

When a manager test account is created, I see that it is labeled as "(Closed)" the moment it is created, which seems to prevent the creation of client accounts within the test MCC. When I create a client account within a test MCC, the first page of the set up process asks for an account name, to confirm the type of account, time zone, currency, etc. but then the second page displays a message that says "There is no billing setup or you are not authorized to perform any operations in the billing page. Please contact customer support for more information." Again, this is when trying to create a client account within a test manager account, which is apparently necessary for making API requests that involve creating campaigns since those can be created within client accounts only.

All instructions provided by Google in their AdWords API documentation have been followed multiple times by multiple people and no one can figure this out. I'm guessing Google's link to where test manager accounts are created is outdated, or they are not allowing anyone to create test client accounts at this time.

I totally agree with you. No way to create test google account in order to create/manage test campaigns.
Google API has issues in this that need to be addressed.

Hi Jason,

Thank you for reaching out to us. You should be able to create a test client account under a test MCC account by using this example from the client libraries via the API. In the UI, you should be able to go to your test manager account, click the blue "+" button in Accounts, enter in some details and click "Save and Continue". This should create a test account under your manager account. Let me know if you have further concerns.

Hi Bryan,

this part you describe is what does not work:
click the blue "+" button in Accounts, enter in some details and click "Save and Continue". This should create a test account under your manager account.
the second page of the details it asks for simply says "There is no billing setup or you are not authorized to perform any operations in billing page. Please contact customer support for more information."

After exiting the ads account creation modal after seeing that message there are still no ad accounts created.
I did this with my test ads manager account with the red box in the top right.

Hi Charlie,

Thank you for reaching out to us. I see that you're encountering an issue with the test accounts and getting a billing error in the UI. Could you click on the left hand tab called "accounts", and then check if your filter says "Level: Directly Linked"? If so, could you change it to "Level: All"? You should be able to see a test account created for you even if you encounter the billing error page in the UI. Let me know if it still doesn't show newly created test accounts.

I double checked, it most definitely says "Level: All" but there are still no accounts.
