In the documentation it states that the value of the competition for each keyword result will be a double between 0 and 1, https://developers.google.com/adwords/api/docs/reference/v201809/TargetingIdeaService.TargetingIdeaSelector

How do i classify what is low/medium/high competition based on this value, what is the scale?

Thank you for reaching out. You can find information about the scale here. As it says, LOW is 0.00-0.33, MEDIUM is .33-.67, HIGH is from .67-1.0.
