Could you confirm if you are indeed using the Google Ads API? If yes, you can check out this section of our client library setup guide, on where (ads.properties file) you need to specify your OAuth2 credentials.
If you are still unable to configure your client library, I would recommend that you reach out to the PHP client library owners via this link, as they are the more appropriate team to reach out to for client library related concerns.
