Hello,
Thanks for reaching out to the Google Ads API Team.
Please do note that in the documentation, the Requirements for Reporting-only Google Ads API Clients states that, “In order to be compliant with RMF requirements, Google Ads API Client must display all the columns marked required in the Object/Field/Guide column for each report, as default. All other Metric columns must be made available, as an option for users of the Google Ads API Client. Google Ads report data should be reasonably prominent and accessible to end users.”
I hope this helps.
Regards,

Hi,
Thanks for getting back to us.
You mentioned that your app may be considered as Reporting only. But your app does not really show reports at all. However as per the RMF guide (https://developers.google.com/google-ads/api/docs/rmf?hl=en), for Reporting Functionality you would be required have the reports listed as Required in the Reporting Functionality (https://developers.google.com/google-ads/api/docs/rmf?hl=en#full-service_tool_feature_list) table. However, If you are not sure whether the RMF policy applies to your tool, to ensure you get proper assistance, we are reaching out to the Google Ads API Compliance team on your behalf and requesting input.
Kindly provide to the compliance team your MCC ID and/or relevant case ticket ID if there is any generated on your end.

Please find the pertinent details below and confirm if you are able to assist.
Summary:
The customer has been using an app the customer created, but is considering opening it to other users (third parties). The user has been considering Reporting only as the tool does not create or change campaigns, it just analyzes some data. However the customer’s app does not really show reports or columns, it just shows some alerts.
So the customer is asking what exactly the customer should provide or change if the customer wants to start offering this app to other users? Does the customer need to add some reports and columns to comply with RMF?
