Change data missing from Change Event service

Greetings, I am working with the Ads API v8 utilizing the Change Event service. I am seeing some anomalies with the data that we receive vs the Change History in the console and the high level log of changes reflected in the Change Status service. When we compare these, it seems that (sometimes) not all change details get included in the Change Event Service. In some instances, all changes do get output, but this is inconsistent. Is this normal behavior? If so, is there any way to ensure we get all of the change details included in the output?

To investigate, could you provide a sample scenario where we can see the issue? A sample comparison of the UI and API could help in our investigate. Please provide also the complete request and response logs with request ID generated on your end.

Also, could you confirm if you already considered the 'Key Point' of this document that a change can take up to 3 minutes to be reflected in the change event results?
