1. 구글 Ads API 호출에 대한 하루, 분 단위의 호출 횟수 제한이 있는지
Has Google Ads API Call limit per min & per day ?
do you mind me to guide API Call Limit Help Page? 

2. 프로그램, 솔루션 개발 시 Ads API 활용 제한 정책 등이 있는지

Have the Policy that use API Call to develop the solution (web service) ?  

non-personal call (business service call) Policy is diffrent? 
3. 특정 사용자의 API 키, 토큰을 '특정 사용자의 동의 하에' 다른 소프트웨어가 호출해도 되는지

Can I Use API KEY And Token When I start the service, and use someone's API KEY (someone aggred)   ?
4. 3)에 사용하는 소프트웨어, 서비스가 구글 Ads API 호출 시 정책 등이 있는지

Third Points/ Have the Policy that Third Points's Service's API CALL Policy? 
5. 3)번에 대한 문제가 없다고 판단하고 서비스 개발 시 개인이 본인 구글 Ads API 호출을 하는 것과 타 소프트웨어 (서비스)가 호출하는 것에 대한 횟수 제한 차이, CORS 등의 제약 사항이 별도로 존재하는지

• Kindly note that with basic access to yourYes, Google Ads API has policies for using it in program and solution development developer token, you can execute up to 15,000 API calls per day. However, with standard access to your developer token, there are no limits on the number of API calls you can make in a day. I would recommend you to kindly refer to the "Access Levels and Permissible Use" documentation for more information. 

2. Have the Policy that use API Call to develop the solution (web service) ?  non-personal call (business service call) Policy is diffrent? 

• Yes, Google Ads API has policies for using it in program and solution development. You can refer to the "Google Ads API policies" help center article for more information regarding the policies. 

3. Can I Use API KEY And Token When I start the service, and use someone's API KEY (someone aggred) ?

• No, you shouldn't use the API token which is created by someone. You should create your own developer token and use it. I would recommend you to kindly refer to the "How to apply for a developer token" for more information as it describes on how to apply for the developer token.

• Certainly, when using a third party's service that accesses the Google Ads API, it's crucial to understand and adhere to their API call policy. • There are no separate restrictions in the API call limit using the third-party service. In general, for basic access you can make 15000 calls and for standard access you can make unlimited API calls in a day. I would suggest you to refer to the "API Limits and Quotas" guide for detailed information regarding the API limits and Quotas.
