I like to know two things.

1) when an account is connected to our app using Google Ads API., can we change the billing details of the account to our Payment Details? Any code samples for that?

2) How can we find a keyword's Top bidding amount using Google Ads API? Any code samples for that?

You may refer below for my responses to the questions you sent over :

1) When an account is connected to our app using Google Ads API, can we change the billing details of the account to our Payment Details? Any code samples for that?

If you are referring to billing setups, I would recommend that you also check this guide for more information on the feature and examples on how to implement. This feature should allow you to specify a billing setup and include the payment account, for your Google Ads accounts.

2) How can we find a keyword's Top bidding amount using Google Ads API? Any code samples for that?

Could you provide more details on what you meant by top bidding amount? If this is displayed in the Google Ads UI, could you share the complete UI screenshot so our team can further verify its availability in the API's reports? 

Should the screenshot contain your user or account information, you may then send the requested information via the Reply privately to author option. If this option is not available, you may send the details directly to our googleadsa...@google.com alias instead.

For generating reports such as the keyword_view, I would recommend that you check out this query builder, as well as this reporting guide, and the examples here, for more details on how to construct your report and implement the API's reporting feature.
