No Response to Request for Basic Access For a Long Time

Hello - we are blocked on development due to lack of Basic Access. We have applied twice for Basic Access for our Developer Token. 

The documentation suggests we should see a "pending approval" after submitting the request, but we don't see that either. And we have not received any other form of confirmation or a case ID.
