In relation to your concern, please note that “API Center” in TOOLS & SETTINGS > SETUP should be displayed when you have signed in using your MCC account or Google Ads Manager Account and can’t be seen in customer accounts.

In addition, about the “I don't want a developer token, if possible the cloud api is fine for me. Is this good for me?
