scenario: Suppose a user is creating her first shopping campaign through my Google Ads software then she needs to select her google merchant account to create a shopping ad.

Hi Ankit,

If you are creating your first shopping campaign, you will need to obtain the ID from the Linked Accounts section in your Google Ads UI. You can then pass this merchantId while creating your campaigns. Here is a guide on how to link your merchant account and create shopping campaigns.

Is there any API endpoint available, which can list linked merchant center account with the user client accounts?
If yes then while creating shopping ads I will be able to list Merchant accounts to my users.

In Google Ads API, the MerchantCenterLinkService will list you the Merchant Center accounts linked to your Google Ads account. You can find a guide on how to use it here.

Unfortunately, there is no AdWords API equivalent service to the MerchantCenterLinkService in Google Ads API.
