How to get Adwords API standard access?

We are developing a keyword tool but in order to do that we need Adwords standard access. I know you have to apply but does our tool really need to do everything on here to get approved: https://developers.google.com/adwords/api/docs/requirements?hl=en

How come this tool is using the Adwords API when they don't do all of the things on the requirements list: http://keywordtool.io/
