As per this guide, every object in Google Ads is identified by its own ID. Some of these IDs are globally unique across all Google Ads accounts, while others are unique only within a confined scope. Ad ID is not globally unique, but (AdGroupId, AdId) pair is globally unique.

As per guide, (AdGroupId, AdId) pair is globally unique, so there should be no instance where the same (AdGroupId, AdId) pair is duplicated across multiple campaigns.
However, in the event that you encounter this scenario, kindly provide us with the complete request and response logs with the request-id that pulled those pairs showing the issue, so that we can investigate further. You can provide it via the Reply privately to author option. If this option is not available, then send it instead on this email address googleadsa...@google.com.
