KEYWORDS_PERFORMANCE_REPORT does not return impression share under 10%

We are attempting to compute aggregate impression share over a given period of time, however the numbers we generate never line up with what the UI is saying because all impression share under 10%  is returned as '< 10%' in reports where Search Impression Share is available. Is there a way to get the actual impression share from either a report or the API?
