Fail to connect to google ads API

Hi team,

This issue seems happened a year however we just noticed recently when we plan to do the key rotation. The code haven't been changed for many years. The last update I found through pipeline is back last Jan 2024, and all it was changed is only upgrade the version from v13 to v15. And by reading the DLQ message from service bus the " failed to connect to all addresses  " issue is starting happened on Apr 2024. And by debugging the error will be triggered after executing "await service.CreateOfflineUserDataJobAsync(customerId, offlineUserDataJob)" First I though is because I still using the legacy version(v15), but after I upgraded to V18, the issue is still existing. Could you give me some suggestion how to fix this issue?
