Adding Targeting to Ad Group Criterion returns Unknown Error

Hello, 

I am using V13 of the Google Ads Api and I recently started encountering a new error, when I try and add a Targeting criteria (Gender, Age range, or User Interest) to an Ad Group. The error comes from adding an ad group criterion like so:

The error appears as follows:

I am trying to pinpoint the actual error, if you have any advice that it much appreciated. Thanks!
