Cannot Create a Manager Account

I am unable to create a manager account. After going through the account verification, I get an unknown error message. 

Plus, why can an admin not see the API Center? Surely this is an oversight in design?

Hi,

Could you please confirm if you are trying to create an MCC account by referring to this guide? Also, could you please provide the screenshot of the error message you are seeing?

With regards to API Center, it will be visible only in the production MCC account and it should not matter whether your user has admin or any other access level.
