According to this blog post, an account needs to be whitelisted to perform CrmBasedUserList operations. Could you confirm if your account has already been whitelisted for this? Could you provide the complete SOAP request and response logs that were generated when you tried to use CrmBasedUserLists so that our team can take closer look?

If you haven't yet, logging can be enabled by going to the steps discussed in the respective Github documentation of your chosen client library. You may then send the requested information via the Reply privately to author option. If this option is not available, you may send the details directly to our googleadsa...@google.com alias instead.
