Terms and Conditions API Error

I've been trying to set up our API access with a test MCC account and am running into the following error:

[QuotaCheckError.TERMS_AND_CONDITIONS_NOT_SIGNED @ ; trigger:'<null>']

I already filled the billing information and also accepted the terms and conditions for both the Test and MCC accounts and also submitted this form https://services.google.com/fb/forms/apicontact/

Please someone help me on here.

Hello Subash,

What is the MCC account clientCustomerId (e.g. 123-456-7890)?

Please make sure the account you requested the developer token for is not a test MCC.
