Keyword planner service data use terms

Hi there,

We're looking to build a keyword planner tool which will be publicly accessible to the users via paid subscriptions. We're planning to use KeywordPlanIdea API for fetching the required data. 

Are we allowed to do this ? Can you please share the proper details of what are the requirements to get the KeywordPlanIdea data to make it externally available.
