City/location at the ad level for US data

Is it possible to add 'city' or location data for US campaigns at the ad level within an API? Could someone provide more info on this?

Thanks for reaching out. The Location data is only available to be targeted at the Campaign level. Please refer to this guide for more details on the criterion usage.
