Basic access application got rejected

Hi ,

I have filled the basic access application form (link:https://services.google.com/fb/forms/newtoken/) and got rejected for not answering 'who will have access to your tool'.

However, in the form submission I have wrote that the tool will be "internal and will be accessed only by employees within our company"

(Even elaborated as to who will access the data which the tool generates, so that the full picture is clear)

Can you please give me some advice?
