how to set placement exclusion list on campaign?

Hi,

I did create placement exclusion list using "SharedSetService", "SharedCriterionService", "SharedSetOperation" and "SharedCriterionOperation".

However, I don't know how to set this list on campaign by google ads api. 

I tried to campaign shared set using "CampaignCriterionService" and "CampaignCrierionOperation", but there is error that "Mutates are not allowed for the requested resource".
