Using AdWords to get search data

Hello, 

I'm interested in using the Adwords API to read Google search data through R using Radwords for the purposes of academic research and possibly to develop more tools for people interested in these data. Is it possible for a researcher like me to get a bona fide developer token to accomplish this? Thank you for any help.
