Ads limited to few zip codes

Ads are only being served to a fraction of the zip codes I am targeting.  So, a few zips account for all the impressions... and other zips are at 0.

Why would that be?  Even if budget is small - its serving hundreds of impressions to 1 zip code before any other zip code gets an impression... what am I missing?

Please note that our support channel can provide assistance related to Google Ads API technical issues only. Could you please confirm if you are using Google Ads API here? If yes, it would be helpful if you can provide the complete API logs within the format of request and response logs with the request ID that generated on your end. Also, the full screenshot of the Google Ads UI without cropped parts where we can see what you are referring to this "a few zips account for all the impressions... and other zips are at 0."
