What is the User List id uniqueness scope

Hey,

Does anyone know what is the uniqueness scope of user list id?

Is it unique in the scope of account? global scope?

I tried to look here: 

https://developers.google.com/adwords/api/docs/guides/objects-methods#object_id_uniqueness

but there is no info about user list uniqueness...
