CHANGE_OF_BILL_TO_DISALLOWED

We have transferred a MCC account to another company (sold that product / portion of the business). I am providing technical support for the migration, including setting up the new owner's consolidated billing budget orders.

I have stopped all of our active Budget Orders, but I am having difficulty setting up the new budget orders. I am getting this error:

[BudgetOrderError.GENERIC_BILLING_ERROR @ operations[0].operand; trigger:'CHANGE_OF_BILL_TO_DISALLOWED']

I am using the DotNet API v201502.
