API usage for consumer app

Hi - I scanned through previous topics and did not see this answered.

I want to build a consumer app for small businesses. Part of my experience will create ads pointing to my customer's websites (they will provide the copy and the exact links through my app).

Do the terms of the API allow me to do this? I do not want to make each customer create a new adwords account before being able to use my app's functionality.

Please have a look at our Required Minimum Functionality. You will want to use a Full-Service Tool.
