Create customer match user list error ACTION_NOT_PERMITTED

Hi

I get this error when I tired to create a customer user list.

I am using the master account id as the login customer id.

I have enabled the Google API in the API Center.

May I know how do I resolve this error?

Thanks for reaching out to the Google Ads API team. I hope you are doing well today.
 

With regards to your concern, the ACTION_NOT_PERMITTED is an error message which is related to the Authorization process. Could you clarify what is the access level of the login user account in the Google Ads account that is used in generating Oauth2 credentials? I asked this because based on the error message, it appears that the login user account doesn't have enough access level to create an account. You can give an administrative access to that login user account and retry the API request again.
