Unexpected RateExceededError

Hello

We have many accounts on one client center. We make few (5-10) requests for each every day on AdwordsApi::V201509::CampaignService. Requests change status of campaigns. Today we get RateExceededError for each account.

AdwordsApi::V201509::CampaignService::ApiException: [RateExceededError <rateName=OperationsPerDay, rateKey=billing_developer_request, rateScope=ACCOUNT, retryAfterSeconds=86400>]
