Ads Position Related Query

1) Does avg position value varies from 1 to 4 or can it be greater than 4 as well?

2) On google ads if average position is greater than 4 does that mean that ads are shown at the bottom?

3) If google ads position is greater > 4 (assuming positions value can be greater than 4) how will I know if ads are shown on first page at bottom? or second page at top?
